What is red skin syndrome/topical steroid withdrawal?

Red skin syndrome is characterized as an inflammatory skin reaction to overuse of steroid creams; the skin becomes red, swollen with burning and itching. Topical steroid withdrawal occurs after the steroids have been discontinued.
